QUALIFICATIONS:   

  1. Understanding of the principles and practices of financial accounting and reporting procedures consistent with statute, code and GAAP requirements
  2. Four year degree in accounting, business administration, education, or other related field.
  3. Knowledge of accepted business practices, laws and regulations governing school districts related to budget preparation and administration, risk management, purchasing, transportation, food services, school plant operations and facility planning, or is willing and able to study and attend training to gain this knowledge
  4. Minimum experience as determined by the board
  5. Proficiency with Google applications including Gmail, Docs, Sheets, and Slides
  6. Proficiency with Microsoft applications including Word, Excel, and PowerPoint
  7. Proficient managing files and folders in a Windows Operating System 
  8. Required criminal history background check and proof of U.S. citizenship or legal resident alien status
  9. Demonstrated organizational, communication and interpersonal skills
  10. Current residency in New Jersey, approved residency waiver or candidate agrees to obtain residency within one year of employment

REPORTS TO:  School Business Administrator 

JOB GOAL: To assist the Business Administrator in managing the business affairs of the district efficiently and effectively to ensure that educational support services help to achieve the educational goals of the district with the available financial resources.

PERFORMANCE RESPONSIBILITIES:

Finance:

  1. Assists in the preparation of the annual school budget and helps with the administration of all phases of the budget throughout the year.
  2. Assists in keeping accurate and detailed accounts of all financial transactions as prescribed by statute, administrative code and board policy. 
  3. Assists the BA in collecting tuition fees and other monies due to the board.
  4. Maintains the District booklet of contracts and ensures that appropriate approvals, signatures, POs, and invoices are sent in a timely manner.

Accounting:

  1. Oversees the preparation of the district payroll and ensures proper maintenance of records related to auditing requirements, tax laws, and employee benefits.   
  2. Processes bi-weekly and monthly payroll agency transactions; maintains accurate and detailed records of all transactions.
  3. Ensures compliance with pension processing, including but not limited to, enrollments and transfers, monthly contributions, quarterly IROC reconciliations, payroll deductions, and retirement certification.
  4. Records all accounts receivable in the District accounting software.
  5. Ensures that funds are transferred between appropriate bank accounts for monthly transactions.
  6. Reconciles end of month accounts and coordinates with the district treasurer to ensure timely completion of monthly financial reports and approvals. 

Benefit Administration:

  1. Oversees the implementation of and staff enrollment in the District’s benefit programs including:

         a. Medical, prescription, dental, and vision plans

         b. Flexible spending plans

         c. Disability plans

         d. 403b and 457 Cafeteria plans

         e. Cobra administration

     2. Processes annual 1095 forms for IRS compliance.

Administrative Support:

  1. Generates reports, enters new staff, and troubleshoots issues in Frontline applications.
  2. Assists in developing and updating policies for all aspects of the school business operation.
  3. Attends meetings and training sessions, representing the school district and accurately recording items that must be handled by the district.
  4. Provides in-house training and information sharing to all staff via one-on-one conferencing, email, memo, or meeting presentation.
  5. Assists the BA / Board Secretary in maintaining the records and papers of the board, and makes public records available for public inspection.
  6. Maintains general correspondence, resolution extracts, and the Board minute book to ensure compliance with state requirements.
  7. Assists with new hire recruiting, approvals, paperwork, background checks, and onboarding; tracks same in Frontline.
  8. Assists in checking the completed ethics disclosure forms to assure that all required forms have been filed; that all questions have been answered or indicated as not being applicable; and that each copy is electronically verified; uploads forms on NJ Homeroom.
  9. Assists in preparing the list of the names of all persons on the February 1 list of school officials and all newly elected or appointed persons who have failed to file as required under the law.
  10. Assigns and monitors Board member annual required training.
  11. Performs such other duties as may be assigned by the School Business Administrator.

TERMS OF EMPLOYMENT:  Twelve-month, full-time position

ANNUAL EVALUATION:     Performance of this job will be evaluated annually in accordance  with NJ State law and the provisions of the board’s policy on  evaluations.
