Constuction Monitor 

DESCRIPTION:  The Construction Monitor is responsible for overseeing and ensuring the quality, schedule, and compliance of construction projects within the school district. The individual in this position will act as the liaison between the Board of Education, contractors, architects, and other project stakeholders to ensure that all construction projects meet district standards, regulations, and timelines. This position requires experience with public construction projects, knowledge of building codes, and the ability to communicate effectively with all parties involved.

PERFORMANCE RESPONSIBILITIES 

  • Liaison Role: Serve as the liaison between contractors, engineers, surveyors, city project managers, and the school district’s representatives, Referendum Coordinator and Referendum Project Manager.
  • Pre-construction: Advise owner and design team of recommended changes to contract documents/general conditions, specifications and drawings prior to Bid / Award Phase.
  • Construction Inspections: Inspect construction work regularly to ensure it is proceeding in accordance with project drawings, contract specifications, and quality standards.
  • Monitoring and Reporting: Monitor the construction schedule, quality, and adherence to contract requirements. Assist in preparing progress reports for the Superintendent, School Board, or     other relevant parties.
  • Project Meetings: Attend project meetings, represent the Board’s interests, record meeting proceedings, and report to the Referendum Coordinator.
  • Test Observations: Observe tests required by the contract documents and review testing invoices to be paid by the Board.
  • Record Maintenance: Assist Referendum Coordinator and Referendum Project Manager in reviewing records of all project-related documentation at the construction site, including contract     documents, change orders, correspondence, and contractor/subcontractor information.
  • Quality Observations: Observe the quality of the construction and notify the Referendum Coordinator and Referendum Project Manager if the work does not conform to the contract     documents.
  • Shop Drawings and Samples: Assist the Referendum Coordinator and Referendum Project Manager with reviewing shop drawings, product data, and samples when applicable.
  • Contractor Record Drawings: Regularly review the contractor’s record drawings at appropriate intervals and report any discrepancies to the Referendum Coordinator and Referendum Project Manager.
  • Substantial Completion: Assist the Referendum Coordinator and Referendum Project Manager in reviewing lists and punch lists of incomplete work or items to be corrected submitted by the contractor for substantial completion.
  • Final Inspection and Documentation: Assist in the final inspection of work, ensuring the contractor has met all documentation and training requirements before final completion.
  • Small Project Oversight: For smaller projects, observe and report on the progress and quality of work performed by the contractor, ensuring that work meets quality standards and specifications.
  • No Assumption of Contractor Roles: The Construction Monitor is not responsible for assuming the duties of the Architect/Engineer or the Contractor in charge of construction.
  • Non-Discriminatory Practices: Model and promote nondiscriminatory practices in all aspects of the project.

TERMS OF EMPLOYMENT 

  • 12-month consultant (1099) position renewed annually, and is only for the duration of the 2023 Referendum.
  • Not part of a Bargaining Unit.
  • Not eligible for any benefits (medical, dental, pension, etc.).
