The Superintendent invites qualified and interested persons to apply for the position of Assistant Personnel Technician within the Department of Recruitment.
This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for this position will be placed as a provisional employee. Upon hire, the employee will be required to complete a 90-day working test period during which the employee’s performance will be evaluated. Employee must successfully complete the designated probation period in order to remain in the position as a permanent employee.
DEFINITION: Under close supervision, assists with the more routine work involved in varied personnel transactions, and conducts field investigations of procedures, complaints, grievances, and other personnel matters; provides the above services to the general population as well as to that portion of the population; does related work as required.

QUALIFICATIONS AND REQUIREMENTS
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Four (4) years of technical experience in personnel work including position classification, compensation, employee benefits, administration, testing, interviewing, and/or related functions.
OR
Possession of a bachelor's degree from an accredited college or university.
LICENSE:
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
BASIC FUNCTIONS AND RESPONSIBILITIES
  1. Conducts routine field investigations of procedures, complaints, grievances, and other personnel matters; interviews employees and applicants for positions.
  2. Prepares reports and routine correspondence in connection with personnel work.
  3. Processes Civil Service Commission personnel action forms.
  4. Compiles salary data.
  5. Contacts the Civil Service Commission to resolve mutual problems.
  6. Prepares preliminary or draft job specifications.
  7. Assists in processing Civil Service Commission position certifications.
  8. Conducts routine desk audits and other reviews of existing positions and groups of positions to determine the scope and character of duties and responsibilities and existing organizational relationships.
  9. Maintains records and files.
  10. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

KNOWLEDGE AND ABILITIES
  1. Knowledge of the fundamental principles of position classification and their application to specific situations.
  2. Knowledge of Social Security regulations and procedures.
  3. Ability to acquire the laws of New Jersey and the regulations of the Civil Service Commission relative to the varied types of personnel actions.
  4. Ability to organize assigned technical tasks and to develop effective work methods.
  5. Ability to comprehend basic laws of New Jersey and regulations of the Civil Service Commission.
  6. Ability to talk with employees and public officials.
  7. Ability to prepare routine correspondence.
  8. Ability to prepare clear, sound, accurate, and informative statistical and other reports on personnel transactions and problems containing findings, conclusions, and recommendations.
  9. Ability to maintain essential records and files.
  10. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  11. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

  1. Salary: $56,355 - $69,085
  2. Employment Period: Twelve (12) Months
  3. Union Affiliation: Local 32
