Supervises the activities of the Child Study Team, office personnel, and other members of the Special Education and Multilingual Learners Departments.
Assists the Superintendent in developing and implementing policies, which recognize individual differences in children and in providing optimal learning and good mental health practices.
With the Superintendent and Business Administrator:
Assist in the development and control the annual budget for the Special Education and Multilingual Learners Departments and the Child Study Team, and make budget and professional development recommendations for consideration of the Superintendent of Schools. The programs may be planned for school-wide or departmental in-service.
Identify priorities for program improvement based on the analysis of data and achievement indicators. Evaluate all Special Education programs, staff, facilities, learning activities, and teaching practices, and report such evaluation to the Superintendent.
Assists in providing articulation with constituent districts relating to Special Education and Multilingual Learners programs and services.
Recommends the purchase of supplies and texts, and participation of staff and students in conferences and field trips as they relate to Special Education and Multilingual Learners Departments to the Superintendent of Schools.
Maintain an inventory of all department materials, textbooks, and equipment and coordinate for adoption with recommendations and copies to be forwarded to the Superintendent of Schools and School Business Administrator.
Develops and implements procedures for referral, securing evaluation reports, and placement of Special Education students ensuring conclusion within the time limits recommended by the State Rules and regulations. Assign incoming or newly referred students to the appropriate case manager.
Arranges through proper channels for transportation of all children placed in special classes.
Evaluate and prepare reports within the total school environment including recommendations for improvement and needed changes of Special Education and Multilingual Learners programs.
Along with the Central Office and Building Administration:
Conducts interviews of candidates for positions in the Special Education and Multilingual Learners Departments and makes recommendations to the Superintendent.
Check pupil failures in the department to determine causes and work with teachers to address areas of improvement in conjunction with case managers
Attends meetings, conferences, and workshops, which will enhance continued professional development relating to the job description and Special Education and Multilingual Learners department responsibilities.
Supervises the provision of services for homebound students in conjunction with the Special Services Department.
Evaluates teacher and Child Study Team performance through classroom visitation, written reports, conferences and annual performance reports, and professional development plans.
Maintains a continuous liaison with human services agencies, facilitating parent involvement through workshops, newsletters, and other communication modes.
Maintains and controls all Child Study Team, Related Service and Multilingual Learners records including:
Active file on all children of school age, presently receiving any type of special services, and,
Inactive file on all children who have received this service in the past.
Coordinates the due process procedures.
Attends regularly scheduled meetings with other administrative staff.
Performs such other duties and assumes such other responsibilities as the Superintendent of Schools may assign.
Assists the superintendent in supervising the district’s instructional programs
Initiate the development of programmatic goals and instructional objectives on a District-wide basis within the scope of School Board policy, administrative direction, assessed student needs, and operational constraints.
Assist in the development of policies and administrative guidelines for curriculum and instructional services.
Assist in the preparation of the School Board meeting agenda.
Assists in the development and coordination of the sections of the budget that pertain to curriculum and instruction.
Establishes necessary procedures for referral and cooperative planning with other children’s service agencies.
In coordination with the superintendent, maintains liaison with professional, civic, volunteer, and community agencies and groups having an interest in the schools.
Evaluates the performance of administrative and supervisory personnel in accordance with law, code, and board policy.
Meets on a regular basis with all department chairpersons and subject area, special area and guidance directors for the purpose of maintaining ongoing supervision of the coordination and implementation of the district curriculum.
Provides leadership in the development and implementation of the K-12 instructional program including needed technology, and achievement of state core curriculum content standards and district goals and objectives.
Assists in the planning and implementation of the district's in-service education program including technology for the instructional staff and recommends teacher attendance at conferences and participation in other professional growth activities.
Participates in the work of state and national curriculum study organizations and groups.
Recommends to the superintendent the addition of new courses, grade placement and credit allowance, and graduation requirements.
Produces curriculum bulletins, guides or directories to be distributed to the staff as required.
Schedules and organizes grade level and departmental meetings in order to affect horizontal and vertical continuity and articulation of the instructional program of the schools.
Plans and presents a series of meetings each year for the purpose of interpreting to the board of education and to the parents and public at large the educational program of the schools.
Keeps abreast of and interprets current research for staff, in the area of curriculum development, teaching, and learning.
Conducts classroom observations and provides supervision/evaluation of teachers in coordination with building administration.
Assists in the recruitment, screening, hiring, training and assigning of instructional personnel and the mentoring of new certificated staff.
Assumes responsibility for reviewing and evaluating results of district-wide testing programs, and for other evaluative measures used by the schools.
Maintains articulation among all schools in the district.
Attend Board meetings and prepare such reports for the Board as the superintendent may request.
Performs such other duties and assumes such other responsibilities as the superintendent of schools may assign
Works with administrators in developing goals of the total school curriculum and supervises the effective and efficient implementation of the educational and instructional programs in compliance with local, state, and federal regulations and the provisions of the district’s collective bargaining agreements.
Coordinate both school and district-wide Professional Development and Mentoring Plans.
