Position Summary:  The Director of School Counseling and Assessment, either directly or through the proper delegation of authority, provides leadership in the planning, development, coordination, and evaluation of his/her assigned curriculum/instructional programs and related district-wide professional development and district services, including oversight of the district assessment plan.

Qualifications: Valid New Jersey Principal or School Administrator certificate, or the Director of Counseling certificate (standard or CE). Master’s degree or higher and administrative experience preferred with knowledge of counseling services and resources, master scheduling, intervention and referral services, and assessment practices. Minimum experience as determined by the Board. Demonstrated leadership in school improvement, program development and curriculum integration and application of technology across the curriculum. Ability to plan, organize and administer a district level assessment plan.

Job Goal:  To provide leadership and support in the development, implementation and coordination of the District’s K-12 curriculum.

Performance Responsibilities:

District Leadership

  • Provides leadership in the planning, development, implementation, and evaluation of the district’s comprehensive counseling assistance programs.

  • Directs personnel engaged in assisting students in achieving personal fulfillment by providing them with guidance and counseling services enabling them to make successful personal, educational and occupational life plans.

  • Maintains confidentiality for student and staff mental health and medical concerns.

  • Based on knowledge of research, current practice, national and state initiatives, student outcomes and program evaluation, develop short- and long-range plans for maintaining and improving counseling and college and career exploration and preparation programs.

  • Coordinates with principals and supervisors for the development of the scope and sequence of courses, and integration of special programs and related activities to meet district goals, standards, proficiencies and the needs of students.

  • Updates the high school profile and program annually.

  • Works with principals and supervisors to develop the master schedule for the high school, middle school, and elementary school programs.

  • Supervises and is responsible for the writing of programs and curriculum based on research and student needs, including program objectives, course proficiencies, scope and sequence, instructional activities, methods of student assessment and standards of achievement in counseling assistance.

  • Through counseling staff and in conjunction with other administrators, monitors the assessment of student achievement; assists in the administration and interpretation of tests; collects, analyzes and evaluates programs data as a basis for program revision and improvement in counseling assistance.

  • Accepts primary responsibility for ensuring that state and federal mandates and district policies and regulations affecting counseling programs and student assessments are carried out effectively. 

  • Assists in interpreting and communicating counseling programs and initiatives to parents, students, staff and the board of education; 

  • Coordinates with principals and supervisors the delivery of the evening counseling and college and career programs . 

  •  Serves as a resource to staff, parents and students who are seeking professional services outside the educational system.

Student Services

  • Collaborates with the Director of Special Education, principals and staff in planning the instructional program and support services for special education students and other students with special needs.

  • The Director of School Counseling and Assessment will serve as the District 504 Coordinator, the District Anti- Bullying Coordinator, and oversee the delivery of intervention and referral services across the district.

  • Collaborates with principals, supervisors and staff to build and maintain programs, and to build yearly building master schedules.

  • Develops and implements a yearly plan of student assessment to meet all state and federal testing requirements and those assessments related to high school graduation, postsecondary preparation and placement and ongoing progress monitoring.

  • Reviews and evaluates the results of district-wide testing programs and other evaluative measures used by the schools.

School and Community Relations

  • Makes presentations at community events each year for the purpose of interpreting educational programs of the schools to parents and the public at large.

  • Serves as liaison/representative on various parent- and community-based organizations.

Personnel Administration

  • Assists in the implementation of the District’s in-service education program for the instructional staff and recommends teacher and counselor attendance at conferences and participation in other professional growth activities.

  • Assists in the recruitment, screening, hiring, training and assigning of instructional personnel.

Planning

  • Participates in the work of state, local and national professional education organizations and groups.

  • Recommends to the superintendent the addition of new courses, grade placement and credit allowance, and graduation requirements.

  • Schedules and organizes grade level and departmental meetings in order to ensure horizontal and vertical continuity and articulation of the instructional programs of the schools.

  • Coordinates the selection of textbooks, instructional materials and instructional technology throughout the District through the use of faculty input, the adoption process and recommends those selected to the Superintendent for adoption by the Board of Education.

Financial Management

  • Assists in the development and coordination of the sections of the budget that pertain to counseling and assessment.

  • Provides oversight for department purchasing.
