Senior Director, Accounting and Audit

ROLE OVERVIEW
The Senior Director, Accounting and Audit provides oversight, designs, organizes, and manages fiscal reporting and accounting processes for the district.
MINIMUM REQUIREMENTS
- Hold a Bachelor’s degree in accounting from an accredited college or university
- CPA certification (preferred)
- At least 7years of accounting or finance experience
- Two years of audit experience
- Strong fund accounting experience in accordance with Generally Accepted Accounting Principles
- Proficient in MS Excel
- Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status
- A valid Driver's license as well as current insurance and a vehicle with valid registration
PREFERRED QUALIFICATIONS
- Experience with NJ education finance, including the NJ DOE Chart of Accounts
- Managerial experience in accounting and State/Federal Reporting beneficial
ROLE & RESPONSIBILITIES
Major roles and responsibilities include:
- Maintains accounting systems and records in accordance with generally accepted accounting principles (GAAP)
- Reviews and updates system of accounts to ensure alignment with NJ Public School Chart of Accounts
- Oversees the reconciliation of all cash and account balances in collaboration with Assistant Business Administrator
- Provides oversight for all cash flow and makes recommendations for aggressive cash management and investment of float and surplus funds
- Updates annual estimated cash flow projections for actual monthly results and takes corrective action as needed
- Collaborates with Senior Director, Finance & Budget to produces accurate and timely monthly budget statements for school leadership and executive team to review, including budget-to-actuals–to-forecast for income statement, cash flow, and balance sheet
- Closes books for previous fiscal year and prepares for annual audit
- Reviews operations to determine adherence to the fiscal management requirements of NJ Quality Single Accountability Continuum (NJ QSAC)
- Leads the process to improve internal controls, standard operating procedures, cash flow preparation and other fiscal management procedures as prescribed by NJ QSAC requirements
- Submits statement of assurance for annual NJ QSAC review
- Coordinates with external auditors to ensure the completion of the annual certified audit and the Comprehensive Annual Financial Report; performs internal audits, reviews and inventories to ensure financial compliance and control; ensures appropriate action in response to audit findings
- Provides professional accounting assistance and guidance to department and District staff as required
- Prepares financial statements, various routine and special reports and related work papers for the Board, state Department of Education, external auditors, and for District use
- Manages the coordination of internal and external auditing including federal and state auditors and oversees implementation of the annual corrective action plan (CAP)
- Ensures proper reporting of financial information; reviews all financial documents for accuracy and proper classification
- Receives and responds to inquiries, concerns and complaints in areas of responsibility.
- Adheres to federal statutes and regulations, New Jersey school law, construction codes, State Board of Education rules and regulations, Board of Education policies and procedures, and contractual obligations
- Supports projects and initiatives in other divisions and departments throughout CCSD on an as-needed basis
- Performs other duties as may be assigned by the Superintendent or her designee
- Contributes fiscal information to annual budget process as directed by Superintendent and/or her designee
