PRINCIPAL AUDITOR

The Superintendent invites qualified and interested persons to apply for the position of Principal Auditor within the Office of Accounting.
This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
DEFINITION: Under direction, performs highly responsible work involved in auditing and keeping extensive financial records and reports requiring thorough knowledge of relevant laws, rules and regulations and the frequent exercise of independent judgment and/or takes the lead in the small auditing unit; does other related duties.

QUALIFICATIONS AND REQUIREMENTS
1. Graduation from a four (4) year course at an accredited college or university with 21 credit hours in professional accounting subjects.
2. Two (2) years of professional accounting or auditing experience.
3. Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
NOTE: Applicants who have satisfactorily completed the required 21 credit hours in accounting courses may substitute additional experience as described above, on a year for year basis.
NOTE: Possession of a valid certificate as a Registered Municipal Accountant or Certified Public Accountant issued by the New Jersey State Board of Certified Public Accountants or as a Certified Municipal Finance Officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services may be substituted for the above educational requirement.
BASIC FUNCTIONS AND RESPONSIBILITIES
1. Makes highly responsible investigations, examinations and audits of books and financial records and prepares reports.
2. Makes difficult inspections of varied financial transactions and records to insure regulations and accounting procedures are observed.
3. Assigns and supervises the work of auditors and clerical employees.
4. Performs difficult work involved in auditing and recording expense invoices and prepares audit, and edits reports of costs and other financial summaries and statements.
5. Compiles difficult financial and other statements and reports using basic data.
6. Makes highly responsible reviews of financial transactions and supplements these by field visits in order to verify accounting and fiscal practices.
7. Prepares detailed reports of audits containing findings, conclusions and recommendations.
8. Maintains or supervises the maintenance of auditing records and files.
9. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
KNOWLEDGE AND ABILITIES
1. Knowledge of the principles, methods and procedures used in accounting and auditing.
2. Knowledge of the common types of records and procedures used in keeping accounts of financial transactions and of accounting methods, techniques and machines.
3. Knowledge of the discrepancies in financial records which are significant and of the methods used in discovering and correcting errors in financial documents and records.
4. Ability to analyze accounting and auditing problems.
5. Ability to organize assigned auditing work and develop effective work methods.
6. Ability to see that prescribed auditing and accounting procedures are followed.
7. Ability to provide technical advice and assistance to those charged with the keeping of financial records.
8. Ability to apply established auditing and accounting methods and procedures.
9. Ability to exercise independent judgment.
10. Ability to take and maintain a firm and correct stand when differences of opinion, interpretation and fact arise.
11. Ability to give suitable assignments and instruction.
12. Ability to prepare detailed auditing and other financial reports containing findings, conclusions and recommendations and supervise the maintenance of essential records and files.
13. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
14. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION
1. Salary: $86,462 - $107,160
2. Employment Period: Twelve (12) Months
3. Union Affiliation: Local 32
